No response while tapping 'Import contacts from SIM card' from dialer -->contacts

Steps to reproduce:
1. Boot device with SIM card inserted and contacts are included in SIM card
2. Open dialer app (Make sure no contacts existed in Contacts app)
3. Tap 'Contacts' icon on the top-right corner
4. Tap 'Import contacts from SIM card'

Actual results:
No response if select item 'Import contacts from SIM card' from Dialer app --> Contacts page
It works fine if select the item from the main page of Contacts app or settings.
