No network message from dialer even though there is full network

Bug Description

I noticed that sometimes dialer-app and messages-app tell there is no network access (gsm network), however top bar indicators for both SIMs have full signal strenghts. It is impossible that I really had no network, so this is dialer (and sms app) problem. Reporting this problem only for dialer-app.

I pressume it has something to do with low battery state. I've notice this situation twice when battery was reaching low level (between 2% and 5%).

HW: bq Aqarius E4.5
SW: Ubuntu 14.10 (r20)

I can approve this bug. Following my observations this has nothing to do with low battery capacity. I just experienced this problem with 43% of battery life on the Aquaris BQ 4.5 left. I feel that this happens more often when you make a recall directly from the "missed call" message in the drop-down menue.
