[phone-app] Emergency dialer visible during incoming call

Bug Description

Steps to reproduce:
1. Lock device
2. receive a call
3 accept the call/incoming call snap decision
Actual result:
When the screen switches to the actual call view, you see the "Emergency call" dialer for a brief moment. The same happens after you hang up the call without unlocking the phone.
Expected result:
After a call is accepted and view changes to the call screen, users shouldn't see the "Emergency call" dialer. Making the "Emergency call" label visible is confusing and can be misinterpreted.

Is that still an issue? I just tried on current rtm and doesn't seem to be happening there...
