[phone-app] can not put call on hold

Bug Description

Build r215
Steps to reproduce:

1. create a call - call the krillin device
2. try to put the active call on hold
3. expected result - current call is placed on hold

4. actual result - nothing happens

Desired solution: current call, whether single or conference call has to be put on hold by tapping the icon in call controls

I can reproduce this every single time on my device with both SIM cards inserted. I tried to call both SIMs and on both it is not possible to put the accepted call on hold.

I retested this retested a number of times (on r88) and this seems to work 'sometimes'.

Definitely warrants further investigation (and fixing) please...

works fine for me, have tested multiple times on krillin and have not got it to fail yet.

Can someone describe exactly what doesn't work when the failure occurs? Do icons change? Does status say "call on hold", etc

I updated the description. However, I was wondering if I have to be subscribed to something specific with my service provider to be able putting calls on hold. Both SIM cards are Pay-as-you-Go.

Update: tried it again on krillin 15.10 (r253) and there is a popup message telling me "Call holiding failure - failed to place the active call on hold". I am not sure but does it mean my service provider doesn't support placing calls on hold? Needs some investigating.
