Can't dial '92#' service number

Bug Description

Using rtm-17 in french locale (in case that makes a difference). I'm a prepaid sim which instructs to call '92#' for services, or I can't enter a '#' from the dialpad (the char is there but not displayed on screen/added to the number when I tap on the key)

looks like I can type in *92# but not 92#, is this expected?

are you sure the instructions were not to use *92#, typically the USSD codes all use that sequence

The hash key is not being accepted by the libphonenumber component, which is used to format the phone number.
I tried it on android, and when the hash is typed, I receive a notification that says "call chang nye", and the number is replaced by another one. I don't get what that means. Also, if I replace 92 by any other random number I get a different name in the notification and a different number as well. But I don't know these people and don't know where this information comes from.

Can anybody try this on an iPhone and check what happens?
