Bug Description
Mako build 120
To reproduce
1 - Dialer app is open, dash is in focus
2 - Phone is suspended
3 - Incoming call is answered
Expected Result
The active call screen is displayed
Actual result:
The greeter screen is still displayed
Manually dismissing the greeter and dash is shown

Actually the real bug is that applications are not correctly promoted when the greeter is visible. I have tried to reproduce the dialer-app's scenario using a different application by doing the following:
1) Open address-book-app
2) Go back to the dash so that the application gets to the background
3) lock the phone
4) on ssh, run: `upstart-app-launch address-book-app
Expected result:
Greeter goes away and the application gets back in focus
Actual result:
Greeter still visible. Manually dismissing the greeter reveals the dash, not the application.
