cannot run dhcp-helper and dnsmasq at the same time

Bug Description

libvirt installs and uses dnsmasq, but that stops dhcp-helper from running (and vice verca).

The bind-interfaces option to dnsmasq is meant to stop it listening globally, but it still appears to do so, and dhcp-helper also listens globally even when serving just one interface.
