dh_make_perl fails to install the create .deb

Bug Description
Binary package hint: dh-make-perl
To reproduce:
$ cd /tmp
$ sudo dh-make-perl --install --cpan PatchReader
Output (last, relevant lines only):
dpkg-deb: building package `libpatchreader
make: Leaving directory `/PatchReader-
dpkg: error processing /tmp/libpatchre
cannot access archive: No such file or directory
Errors were encountered while processing:
/tmp/libpatchr
Cannot install package /tmp/libpatchre
The problem is that the .deb is created in / (?????), while the install command expects it in /tmp...

The bug was reported via my maverick system, but the problem was found on lucid instead.
