Binary package hint: devscripts

Against devscripts-2.10.53ubuntu3 on 9.10:

debcheckout of a git repository uses tg (from the topgit package), but devscripts does not even suggest topgit.

I don't think it's devscripts' job to be a general "helpful packages"
metapackage. We have enough dependencies (in the general sense) just in
support of the scripts we provide.

So adding a dependency for topgit falls in the same category, I am afraid.
