dch -r's Ubuntu behavior not documented in man page

Bug Description

Hi,

dch -r's behavior is changed under Ubuntu: it will default to jaunty instead of the previous changelog entry or unstable; please document that in --help and man page doc.

NB: I actually find the change really counter-intuitive as I often use dch from Ubuntu to change Debian packages; I don't have anything to offer as a replacement behavior, I guess the change was to optimized for the most common case and the implementor thought that people could always force the releas with --release.

The documentation and the behavior should be consistent. So, if the behavior has been changed, the documentation should change as well.

So the questions are:
 * is the behavior of `dch -r` still changed (as described by the OP)
 * is the documentation still not updated?

If both answers are yes, this report should stay open and get fixed soon, as this is already an old issue...

Note: If someone delivers the updates in the documentation, I am willing to send it upstream and get it updated,

Behavior in vivid is still to use the current distribution rather than look at the previous changelog entry [1] and the manual is still inconsistent with that [2]

Can this be documented please? It led me to upload something to the wrong distribution on a PPA and needed to reupload with a higher version because of that.
