Shortcut should focus an unfocused dialog, not close it

Bug Description
Binary package hint: deskbar-applet
Steps to reproduce:
* open the deskbar search window
* focus another window, so that the deskbar window loses focus
* press the shortcut to focus the Deskbar window again
Result: rather than refocusing, the deskbar will close.
This is especially confusing when the deskbar window is already obscured, in which case nothing appears to happen.
