I can add that it's a bugfix release so there's no problem in including it. And please backport it to other versions (Intrepid's 0.5.* is TERRIBLY old)

This shouldn't be a needs-packaging bug. Those are for new packages, not updates.

From Debian bug:

"thanks for your notification.
I'm aware of the new 1.1.7 version, but I've been working on
libtorrent-rasterbar 0.14.3 (which really fixes the bug you mentioned, avoiding
the deluge workaround) and I'm actually helping upstream to fix a number of
bugs in Launchpad before releasing 1.1.8.

The new version will be uploaded asap.

Thanks,

Once Cristian pushes a newer version to Launchpad, I'll provide a merger with the Ubuntu changes.

    - r5328_fix_renaming_parent_folder.patch: new patch, fix renaming
      a parent folder into multiple folders (upstream svn r5328).

deluge (1.1.8+dfsg-2) unstable; urgency=low

  * debian/control:
    - depends on python-chardet;
    - add Suggests: python-openssl for deluge-webui (Closes: #530688).
  * debian/patches:
    - 10-new_release_check.patch: move to new_release_check.patch (don't use
      names starting with patch order);

      the torrent file to decode some strings;
    - fix_uncaught_exceptions_systemtray_r5305.patch: prevent some uncaught
      exceptions when systemtray is not enabled.

deluge (1.1.8+dfsg-1) unstable; urgency=low

  * New upstream version.
    - bugs fixed in 1.1.7:
