deluged doesn't work out of the box

Bug Description

deluge 1.3.15-2 from universe

$ lsb_release -rd
Description: KDE neon User Edition 5.16
Release: 18.04

When using `systemdctl start deluged` it shows it's "active (exited)". No number of enables, starts or restarts change that because the init script imports `/etc/defaults/deluge` which has a variable that is configured NOT to start deluged.

Even after changing the variable, `deluge-console` doesn't work because the user is unknown. The manpages don't mention the default username and password, `deluge-web` doesn't work either due to that, nor does it possess a systemd service, and I can't seem to find any information on the web how to get this working.

I was forced to use a docker image (https://hub.docker.com/r/linuxserver/deluge) since that worked way better.
