"no space left on drive" error in Deluge even though "use full allocation" option is set

Bug Description
Binary package hint: deluge-torrent
A torrent stopped at 96% with the error "No space left on drive" (which was the case) however, I had set the "use full allocation" option as soon as I installed Deluge. Unless I am misunderstanding what that option does, Deluge should have pre-allocated the space needed for the torrent (about 6 gigs) when I started downloading, and if there was not enough space left on the partition, I should have gotten an error message saying so at that time.
I was able to clear more space on the drive, and the torrent is now downloading unimpeded.
