Not possible to use armhf with debootstrap

Bug Description

I was running the following command which ends up calling debootstrap:

DEBOOTSTRAP_MIRROR=http://ports.ubuntu.com mk-sbuild --vg=virtual-vg --arch armhf --name snapper vivid

Only when I include the "--arch armhf" does the schroot creation fail. The following is where the mk-sbuild command died:

I: Extracting zlib1g...
I: Running command: chroot /tmp/schroot-XJCj5b /debootstrap/debootstrap --second-stage
I: Keyring file not available at /usr/share/keyrings/ubuntu-archive-keyring.gpg; switching to https mirror https://mirrors.kernel.org/debian

Manually, running the command listed above did not produce anything more informative.

Downgrading debootstrap to version 1.0.72ubuntu1 from 1.0.78 resolved the issue.

It also works with 1.0.75.

And it first fails with 1.0.76.

Based off the debian bug report this is fixed in at least Ubuntu 16.04. I tested this with Ubuntu 19.04 and can confirm it is fixed in that version as I was able to create an armhf chroot. After running mk-sbuild I received the following message:

Done building snapper-armhf.

 To CHANGE the golden image: sudo schroot -c source:snapper-armhf -u root
 To ENTER an image snapshot: schroot -c snapper-armhf
 To BUILD within a snapshot: sbuild -A -d snapper-armhf PACKAGE*.dsc
 To BUILD for : sbuild -A -d snapper-armhf --host PACKAGE*.dsc
