Binary package hint: debian-installer
If you run through the installer keyboard auto-detect, and then select "go back" after going through the auto-detect wizard, to manually assign keyboard map the installer will hang on the package installation at 85% if not connected to a network. This is the part where the installer tries to install open office from the web.

How did you go about establishing that this was the cause? It seems a bit implausible to me, and I suspect that this failure is unrelated to how you configure the keyboard. Perhaps you could provide log files?
