Setting foreign keymap for server makes it unusable

Bug Description

This bug is Server related but it can happen in any normal installation that should start a CLI session at the end of it

Steps to reproduce:
Insert the Ubuntu Server CD into the CD/DVD/BR drive
Boot from the CD
At the displayed menu set your locale and keymap to Hebrew respectively
now continue with the textual installation process
When the installation process is finished you will be prompted for user and password
Enter both as you selected at the installation process
Now the keymap and locale are taken over by the default Xorg.conf and you can't type anything besides "Hebrew" letters
I tried using Caps Lock but CLI does not recognize commands in Capital Letters

The ways to fix it require other CD (Desktop Edition or any other Live Distro/ERD) or another computer that's connected to it in any way

The CD method is simply loading the system from the CD, mounting the HD and then editing the Xorg.conf so that Hebrew won't be the default language

The other method is simply SSHing into the box and doing the same process as you would do with the Live CD

I'm not sure the locale needs to be set, although I'm pretty sure about the keymap

Another problem of mine is that I can't tell to which package does this bug belong so any help would be appreciated

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. You can learn more about finding the right package at https://wiki.ubuntu.com/Bugs/FindRightPackage . I have classified this bug as a bug in debian-installer.
For future reference you might be interested to know that a lot of applications have bug reporting functionality built in to them. This can be accessed via the Report a Problem option in the Help menu for the application with which you are having an issue. At the time of report I had no experience in bug reporting
The problem still exist though...
Anyone has been working on that? (I remind you that this is not a Hebrew specific bug)
