ubuntu server downloads package lists multiple times

Binary package hint: debian-installer

Ubuntu server 8.04 seems to download the package lists several times (it was two or three) during install. This is quite wasteful of bandwidth (and no, not everyone has plenty of it).

It really ought to be just reusing cached copies most of the time ...

I'm certainly interested whether this has improved in 8.10; but since a developer (me) has already marked the problem as Confirmed, I'm setting it back to Confirmed since otherwise some bug triager is bound to come along and mark it Invalid at some point, and that would be irritating since this seems likely to be a real problem.
