Ubuntu 16.04.3 LTS iso VGA installation does not work on Cavium ThunderX CRB

Bug Description

VGA interface OS installation is not possible. User is required to use the RS-232 console to install. On the VGA interface, the very first OS install selection banner is not printed. The attached screenshot is the output of the VGA interface. There is not further output after this. Will the console continues to prompt for OS installation

Please try passing console=tty0 to the kernel.
Note: you can also use IPMI Serial-over-LAN on this system to perform a serial-console install w/o a physical RS-232 setup.

Note that with the HWE kernel, this also requires vga=efifb:off (see LP: #1755304). As this is working as designed, I'm going to close as Invalid.
