${BUILD_DATE} apparently returns a date with no separators and none are added before displaying it

Bug Description

Binary package hint: debian-installer

F1 Help text starts with:
"This is a live CD-ROM for Ubuntu 7.10. It was built on 20071016."

So ${BUILD_DATE} is inserted without adding "-" to make it "2007-10-16" ... or any other conversion to get a readable format
