Server 16.04.2 & .3 Installation under Hyper-V does not show manual network configuration step

Bug Description

Affected Versions: Ubuntu Server 16.04.2 / 16.04.3
Setup: Windows Server 2012R2 Hyper-V as Host - Ubuntu Server as Virtual Machine

Installation under Hyper-V does not allow manual input of network configuration. Window does not appear and instead the Installation jumps to the "Computername setting".
Even manually going back a step and trying it again does not work.
It works with Server 16.04.1 on the same Host!

to clarify - Network autodetection fails because i dont use a DHCP-Server.
so the installer lets me choose to set a manual ip. but the network configuration step does not show.
to make it easier to understand please check out the picture attached. please excuse that they are from a german installation run.

Thank you for pointing that out @Bot. This is my first bug report. I added the "debian-installer" as the affected package.

By the way: I installed Ubuntu as a "Generation2"-VM (efi boot) as this is the recommended way and "secure boot" is disabled.

Could it be a localisation issue? Does networking work correctly if installing in English locale?

Hello there, I just stumbled on this bug while installing a vm on Proxmox VE 5.

I had set the localisation to German and was wondering where the manual IP config dialogue went.

xnox wrote the solution: Just go back and set localisation to English and the dialogue appears.

I just tried an english installation run and the manual network configuration showed up!

It's really odd, that the localization had not produced this bug @16.04.1.
Im wondering what changed after that, since the localisation @install is far from complete and has not changed, at least as far as I can tell.

Anyways - I guess this bug can be called confirmed. Not sure about the priority level though.
I guess that depends how many other localisations are affected as well.
I tested the following languages: (even though i don't speak any of them...)

Just tried french - works... no bug here.
...
and tried spanish - works... no bug here.
...
and tried italian - works... no bug here.
...
and tried esperanto - bug, same as @german!
...
and tried russian - bug, same as @german!
