16.04.2: `linux-signed-image-generic-hwe-16.04` is autoremovable after UEFI install

Bug Description

Steps to reproduce:

1) Fresh UEFI install using 20170209 16.04.2 daily ISO (sha1sum: 93378778ba193f6fbcac222a8d60a4bae52c94e8)

2) Reboot into install and run `sudo apt-get autoremove`

Turns out this is a bug (or, rather, missing bit) in debian-cd, not an installer bug. No archive changes required, just a respin after I've fixed the server side.
