D-I on 16.04.1 breaks on usb probe and networking setup on secureboot

Bug Description

On both netboot mini.iso and ubuntu server the installer fails probing usb and then fails to setup networking, for netboot this means you can not continue the install.

Only happen on Securebot with just uefi it works fine.

This is a critical fix required for 16.04.1

Accepted debian-installer into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/debian-installer/20101020ubuntu451.4 in a few hours, and then in the -proposed repository.

Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. Confirmed with the proposed server image that I can get passed the place of breakage on trusty.
