Installer doesn't preserve boot options

Bug Description

I can add boot options after the '---' in the installer and they are used, but after the install they are not preserved, forcing me to edit /etc/default/grub and run 'update-grub'. In my case I was passing "net.ifnames=0" but I am not sure if the specific option matters.

This is in Xenial (server).

The Ubuntu Server Team is using the server-next tag. Please could you avoid using it?
