Option 4 is for wireless configuration which does not exist on s390. The problem here is that the list of choices is implemented in the templates file itself and becomes replaced. The wireless choice is replaced with an empty string.

A possible solution would be to create the complete choices string within the netcfg module. However, this might have an impact on translation then.

I will leave the final decision up to Canonical how to solve this.

The bug report is about netcfg question, after failed dhcp network configuration.
The screenshot you provide is from s390-netdevice, which is irrelevant for this bug report.

@ruddk
this is a consmetic issue, medium priority issue, which is not scheduled to be fixed in any milestone at the moment.
and we have disabled dhcp by default in xenial, after this bug was filed thus most people do not see this screen any more (e.g. do you want to configure dhcp -> no -> takes the user direct to static network configuration) and the error screen with empty wifi option is not shown.

  * Do now show an empty option 4 when using netcfg, without a wifi-card,
    and when automatic configuration fails. This is achieved by
    substituting all choices into the question, from two internal select
    templates of identical options but wifireconf one. This resolves UX
    bug without changing translation strings or fuzzing any of the
    existing translations. LP: #1558271

netcfg is embedded into the d-i, so I took current d-i from xenial updates and rebuilt it with sbuild to get the new netcfg from xenial-proposed.

upon selecting interfaces I opted in to "automatically configure" it, and waited for that to fail.
I was presented with just 4 options "retry, retry with hostname, configure manually, do not configure network". There was no "empty" option with just a ','.

I checked using d-i shell that netcfg is at 1.135ubuntu4.2 as reported in /var/lib/dpkg/status file.
