Bug Description

When installing Ubuntu Server 15.04 on an HP Pavilion 15-f039wv laptop, I explicitly select the English Dvorak keyboard layout early in the install process, but that selection is not effective until part way through the "Installing the System" step. Until then, the install appears to use a regular US Qwerty layout.

The Qwerty layout is used for things like entering a host name, a user name, and user password and while doing disk partitioning. The deferred use of the Dvorak keyboard layout also effects my use of a secondary console, for example after pressing Ctl-Alt-F2 and then hitting enter. Also there, the keyboard layout changes part way through the "Installing the System" step.

Otherwise, the installation nominally successful and the installed system uses the Dvorak keyboard layout.

When I install Ubuntu Server 14.04.3, the selection of the Dvorak keyboard layout takes effect immediately for the rest of the installation. As I recall, that has been the case for other earlier versions of Ubuntu.

Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Freenode.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1504655/+editstatus and add the package name in the text box next to the word Package.

I was not allowed to set the package to debian-installer when I originally submitted this bug report in Launchpad. I have just now been able to set the package using the link in the bot-comment.
