Create a Virtual DVD image of Ubuntu 15.04 ISO in the VIOS of the P8 Hardware and assign the same to a LPAR.
Then start the installation from the SMS menu of the targetted LPAR.

I have tried the installation again with 18-Mar-2015 daily build from the link
http://cdimage.ubuntu.com/ubuntu-server/daily/current/

The Power VM LPAR installed fine with Virtual DVD installation method.
