Ubuntu 12.05.4 apt-setup has old Release file

Bug Description
I've seen alot of issues with 12.04.5 Server install failing on an apt-get update after an install. There are many solutions to fix this problem after installation but I'm trying to use a preseed.cfg file and it chokes on my pkgsel.
I think I have found the problem. When the installer does and apt-get update it returns:

The repo's date is 25-Apr-2012 15:49
I think apt-mirror-setup needs to have the dates rolled back to pre Apr-2012.
The 12.05.4 files have Oct 13 2011 dates
Forgot to note I was using my company's internal mirror but verified this issue at multiple locations and mirrors.
