Problem Description

Cannot perform a netboot installation of Ubuntu 15.04. Shortly after choosing United Kingdom for archive mirror country, then selecting ports.ubuntu.com, and entering our proxy (http://10.33.11.31:3128), the following error message is displayed:

Download installer components
The installer failed to download a file from the mirror. This may be
a problem with your network, or with the mirror. You can choose to
retry the download, select a different mirror, or cancel and choose
another installation method.

Downloading a file failed:
Retry
Change mirror
Cancel

N/A (unable to install)

Machine Type = 8247-22L (PowerKVM guest)

Steps to Reproduce
=============================
1. ssh to bamkvm (see system access info below)
2. Run `virsh start --console bu14g1`
3. Choose the "Install Ubuntu 15.04" option
4. Proceed through the installer, enter http://10.33.11.31:3128 as the proxy
5. Observe error

Install method: Netboot via DHCP

Install disk info: QEMU-img raw file stored on a Solstice array

Install ISO Information: vivid-server-ppc64el.iso

Is there a mention anywhere of which file could not be retrieved?

Please attach /var/log/syslog from the installing system, as this should include sufficient information to know which file or which step of the installation process failed.
