Need Ubuntu to preinstall ppc64-diag and other basic packages

Bug Description

We need Ubuntu support for pre-install ppc64-diag and other basic packages.
Below packages contains Power platform specific tools which are required by default.. Hence please include these packages in default installation list.

ppc64-diag
powerpc-ibm-utils

We need this for 14.04 and 14.10 tree..

powerpc-ibm-utils should be getting installed by default already. I'll double-check that, but I was fairly sure that was the case.

ppc64-diag, however, is definitely not, and we need to look into where and how best to fit that in for systems where it should be installed.

I think ppc64-diag should just be installed everywhere. Any bits that are PowerNV dependent will only run if booted on PowerNV.

Hi Canonical / Adam,

This is an issue for ppc64el guests too, as it impacts disk hotplug (internal bug reports).

Fortunately, just installing ppc64-diag will bring in other required packages for this functionality (powerpc-ibm-utils and librtas pieces).

Any news, or something that we could do?
Is a problem the package being in the 'universe' component (vs. neither 'main' nor 'restricted')?
... or is it more of where to add its install trigger?

The process for installing packages by default requires the package to go through the Main Inclusion process, which includes a security review. My understanding is that during the MIR review, some issues were identified by our security team in ppc64-diag and its dependencies and that these have been raised with the upstream teams within IBM for resolution.

Thanks for the detailed security review and comments... . We are working on resolving those concerns raised by Seth.. We will roll ot new version with all the fixes soon.

We understand that with the lastest release of the ppc64-diag and its dependency, this inclusion should be good now. Any other objection from Canonical?
