keyboard does not work on quantal-server-armhf+omap4.img

Bug Description

Testing quantal-server-armhf+omap4.img for Alpha3 on a pandaboard ES. System boots from SD, popping in straight into "Select a Language" dialog. English is highlighted.

But the keyboard refuses to work...

I swapped pandaboards and USB cables, and confirmed keyboard does not work on the installation.
