Wrong file permission on the file “linux” in bionic netboot.tar.gz

Bug Description

from http://archive.ubuntu.com/ubuntu/dists/bionic/main/installer-amd64/current/images/netboot/netboot.tar.gz

$ pwd
$ ls -l linux
-rw------- 1 root root 8249080 Apr 26 04:10 linux

the permission should be 644, otherwise the PXE will not excute
