Server 14.04.4 OEM Install option doesn't work

Bug Description
WORKAROUND:
After hitting F4 and enabling OEM mode; also hit F6 and add a single dash (-) to the end of the command-line, to replace '--' with '---'.

On both 14.04.03 and 14.04.04 the OEM Install option doesn't start OEM install, but the standard install.
Tested both versions on physical machine and on VM.
OEM install option under F4 does not launch a OEM install.
Steps taken
F4 at main menu
No popup indicating OEM install or use of "oem" as username.
The installer asks for a username to be set.
Boots directly to tty login at first boot, oem username not accepted.
Using username set in install to login and search for any of the oem-config files returns no results.
The exact same process on 15.10 yields a working OEM install that will launch into end user setup on the following boot if oem-config-prepare is called.
Posting it as a bug as multiple users on askubuntu are experiencing the same issue in addition to myself. Works as intended on 15.10 but not at all on 14.04.
