[Impact]

 * This package is included amongst the "special cases".
 * dwz is needed in bionic as debhelper grew a versioned dependency there.
   I preferred to backport it as well, rather than dropping the
   restriction (it's required for golang apparently).

 * debhelper 13.5.2ubuntu1 from jammy towards all supported releases.
 * dwz 0.13-5 from focal to bionic

 * I already used the backported version to, for example, build
   ubuntu-dev-tools; besides, debhelper ships with a decent testsuite

As debhelper 10.3 (https://github.com/Debian/debhelper/commit/f771a9a62802733fea6801dacde3badee13ef8c0) added support for the meson build system, it would be great to have a newer version of debhelper in xenial-backports than 10.2.2.

This was a merge from stable-backports as that contains the reverted changes for R³. The version '11ubuntu0' such that it fulfills the requirement of 'debhelper (>= 11)'

Never noticed there was a reply, nevertheless, artful is dead now so while that's now a moot point, I can't seem to reproduce that error, at least when I run that URL as an argument for dget.

this isn't backported in hirsute or impish, as those both already have debhelper 13, though it's 13.3, not 13.5. I'll mark those releases as wontfix, but if the 13.5 (or newer) version is needed in hirsute and/or impish, feel free to reopen them and/or upload backports.

Note that per the backports process, it's not necessary to backport into interim releases, though it is allowed when needed; and debhelper does qualify for backporting into interim releases, if needed.
