dh_install --exclude flag not working

Bug Description
dh_install failed to build a infinibad-diags and we see the following error.
in older releases ub14.04 and 12.04 it is working as well.
With 16.04 this tool failed with the exclude flag.
dh_install --exclude <SOMETHING> does not exclude files that has SOMETHING in their names when file list is provided in debian/
dh_install --exclude=ndd
