dpkg-reconfigure resolvconf causes upstart-job to run which prints warning message

Bug Description

When running dpkg-reconfigure I don't think I should get a warning about something over which I have no control, namely, the running of /lib/init/upstart-job by dpkg-reconfigure.

    # dpkg-reconfigure -pcritical resolvconf
    Rather than invoking init scripts through /etc/init.d, use the service(8)
    utility, e.g. service resolvconf start

    Since the script you are attempting to invoke has been converted to an
    Upstart job, you may also use the start(8) utility, e.g. start resolvconf

This is related to the known issue of debconf not setting DPKG_MAINTSCRIPT_PACKAGE (and related variables) when invoking maintainer scripts.
