base-passwd does not really provide options to specify home folder for irc user when launching from GUI

Bug Description
Steps to reproduce:
1. Have Ubuntu 20.10 installed, boot it
2. Install all updates and run upgrade to 21.04 using graphical `update-manager -cd` command
3. Wait for the "Configuring base-passwd" window to appear with a question (!)
Do you want to change the home directory of user irc?
Expected results:
* the interface asks user a question, user is able to answer this question in GUI window
Actual results:
* user is unable to answer the question, only can click the Help (useless) and/or Next (does not respect the answer from user) buttons.
Please make GUI and CLI consistent
