thanks for taking the time to report this bug.

This actually appears to be a problem not in libpam-cgfs itself:

Setting up libpam-cgfs (2.0.7-0ubuntu1~17.04.1) ...
Use of uninitialized value $reply in scalar chomp at /usr/share/perl5/Debconf/FrontEnd/Passthrough.pm line 66.

I'm going to mark this as affecting debconf, though the error message looks like a duplicate of a supposedly resolved bug. Can you please show the result of

dpkg -l | grep debconf
cat /etc/*-release

so we can check the versions?

We never had any other report of this so it's not a generic issue in libpam-cgfs, this suggests a debconf issue, so closing the lxcfs task.
