Bug Description

On Ubuntu release: Ubuntu 16.04.1 LTS
Package: debconf-utils
Version: 1.5.58ubuntu1
Arch: amd64

When running (as root):

"debconf-get-selections --installer"

No output is produced. Typically needed to produce a preseed.

That still worked fine in 14.04 (allowing to create a custom preseed script easily), not working in 16.04 or 18.04.
