preseed.cfg is ignored with 14.10 server

Bug Description

We support unattended installs of Ubuntu.

We use the preseed.cfg mechanism documented.

It works fine with the desktop, but the preseed.cfg is ignored with the server iso.

We create a second bootable CD with the boot config and preseed file which then uses
the origjnal iso image to install.

I can provide the iso on request.
