Num LED state does not correspond with actual state after boot

Bug Description
After login Num-Lock is active and the LED on the keyboard is turned on.
When starting to type the root password, the LED immediately goes off.
This seems to be a bug which actually is appearing in Ubuntu 15.10.
It happens when starting to type too early after booting the computer.
It also happens when opening an application with root privileges too early.
It does not happen when waiting a few minutes or after the screen turns off (inactive).
Workaround : Wait for some time before starting to type or pressing the Num key twice.

Same was the problem on 15.04.
If I remember right, it was not yet present on 14.10 though, but I might be wrong.
Switching to another TTY and back also restores the LED state.
