Charset ISO-8859-x and dbus-daemon

Bug Description

Use ISO-8859-x charset as default locale charset cause dbus-daemon take 100%cpu and applets freeze.

dbus-monitor shows a lot of NameOwnerChanged message.

Same problem occurs with Ubuntu 16.04 LTS

I've configured system locale /etc/default/locale with "fr_FR@euro"

And then when i try to connect my user on a graphical session, the system remain on the wallpaper after the authentication.

My .xsession-errors contains the following message (infinite loop) :

process 1673: arguments to dbus_message_iter_append_basic() were incorrect, assertion "_dbus_check_is_valid_utf8 (*string_p)" failed in file ../../dbus/dbus-message.c line 2712.
This is normally a bug in some application using the D-Bus library.

It seems that DBus doesn't like fr_FR@euro (ISO-8859-15).

Any idea ????
