Media keys not registered when context menu is open

Bug Description

When a context menu (Right click) is open, media keys (play/pause, volume, etc) are not registered. Other keyboard shortcuts like the super key are registered.

I have tested this on multiple PCs and keyboards, including a generic Logitech and a Corsair k90.

This bug has existed since at least 12.04, and is independent of any media software installed.
