db3 sets LD_ASSUME_KERNEL on amd64

Bug Description
removed ia32-libs, then trying to build db3:
$ dpkg-buildpackage -rfakeroot -<email address hidden> 2>&1 | tee ../prot

This is because db3's rules file sets LD_ASSUME_ KERNEL= 2.4.1, and this breaks due to
libc6 on amd64 being compiled with minimum kernel version = 2.6.
