db3 sets LD_ASSUME_KERNEL on amd64

Bug Description

removed ia32-libs, then trying to build db3:

$ dpkg-buildpackage -rfakeroot -<email address hidden> 2>&1 | tee ../prot
dpkg-buildpackage: source package is db3

dpkg-buildpackage: source maintainer is Andreas Barth <email address hidden>

object file: No such file or directory
make: *** [clean] Error 127

This is because db3's rules file sets LD_ASSUME_KERNEL=2.4.1, and this breaks due to
libc6 on amd64 being compiled with minimum kernel version = 2.6.

db3 is currently ftbfs in the archive. critical bug.

Should be fixed by sync of db3 3.2.9-22 from Debian.
(Sync has been done, but not built yet.)
