licence problem -- build against libcurl3-gnutls

Bug Description
darcs is linked against openssl. That is
incompatible with its GPL licence, which doesn't
have an exception for openssl. It should be
built against libcurl3-gnutls to avoid the issue.
I haven't tried rebuilding the Ubuntu package, but
it works with the original distribution to install
libcurl3-gnutls-dev and reconfigure/
I've raised a darcs bug suggesting adding an
exception to the licence.
