dconf in Ubuntu 13.10

Bug Description

The dconf-editor is showing different facts in Ubuntu 13.04 and Ubuntu 13.10.

In Ubuntu 13.04:
I have installed four keyboard layouts
a) Deutsch (German)
b) Avestisch (Avestan)
c) AvestanTranscription
d) Tamilisch (Tamil)
In the dconf-editor they are showed under
org
gnome
libgnomekbd
keyboard layouts
as
a) 'de'
b) 'ir\tave'
c) 'de\tavestantranscript'
d) 'in\ttam'

In Ubuntu 13.10
I have installed two keyboard layouts
e) Deutsch (German)
f) Englisch (USA) (English (USA))
In the dconf-editor they are not showed under
org
gnome
libgnomekbd
keyboard layouts
There is only one entry
[]

Is this a bug in Ubuntu 13.10?
How may this be solved?
