libdconf-dev needs a simple compile/link/run test

This bug represents the need of a simple compile/link/run autopkg test for libdconf-dev package.

The attached patch introduces such test, it creates a tiny C app that uses libdconf, and checks whether that source file will successfully compile and run.

My original path has contained a XS-testsuite field in ./debian/control, but it seems I should have used ./debian/control.in instead.
