cvsweb script no longer runs

There are some problems running the cvsweb script wit Ubuntu TLS 14.04 AMD64.

A fix is released, why not commit to Ubuntu repo?

For now as work around, just install the debian package directly in ubuntu as in , this resolves the issue.
