fails to enter archive: bad version

Bug Description
For reasons unknown to this author, curl has the following line in debian/rules:
dh_gencontrol -plibcurl2 -plibcurl2-dev -- -v"1:7.11.2-12"
-V"cavok:
Since the -2ubuntu uploads didn't increment this, the package is unable to enter
the archive.
So far, the only possible explanation I can see for this a misunderstanding of a
bug submitters meaning (#252879)
(the explict version was introduced in curl_7.12.0.rel-1)
I've sent email to the debian maintainer to get a better understanding of why.

Uploaded a new curl with the bizarre version madness, downgrading the bug. Will
close it once we can explain it.
