This bug is still not fixed for me in Ubuntu 10.04 (Lucid Lynx).
Note: I'm using a 64-bit system.

Could it be that this bug is fixed only for 32-bit systems?
However, the proposed workaround does the job:
1. Edit /etc/cups/cupsd.conf so that it has a line "FileDevice Yes"
2. sudo lpadmin -p <name of your original print queue> -E -v file:/dev/usblp0
